Failure on Window Mobile device

I see bindings between NDISUIO with the target adapter already in place.

Is there a way I could wipe out all the existing bindings between
target adapter and NDISUIO before wpa_supplicant could call
DeviceIoControl with IOCTL_NDISUIO_OPEN_DEVICE ?
