This is not the complete debug log. Could you please send the full log
showing what happened before this? Was WZC disabled successfully?

NDISUIO allows only one application to bind to the device at the time
and if there is any other program (most likely WZC) using NDISUIO,
wpa_supplicant won't be able to use it.
