ndisuio dosn't receive packets

The reason why we do not wont to use winpcap is we do not want to install
any addional drivers on our systems - especially a seperated sniffer!

Do you have any idea which windows service is also using incomming EAPOL
Frames? We have stopped already wzcsvc.
