Configuring EAP

I have freshly reinstalled Freeradius 2.1.2 the latest version and when I
tried to proceed for doing the EAP tests as mentioned in the below link:

http://deployingradius.com/documents/configuration/eap.html

The below two commands does not work.

$ cd /etc/raddb/certs
$ make

I receive a error message as below:

[root at testradiusdgp certs]# make
Make: Nothing to be done for 'all'

As well as I am not able to use the folder as mentioned by you rather I am
able to reach the certs only on the below mentioned folder. Kindly advise.

Cd /usr/local/etc/raddb/certs/
