RADIUS Server initialization failed

Hi All,

I have been trying to set up EAP-TLS network on a machine A with TP Link AR5212 chipset with Linux Fedora Core 6 v2.6.18, MadWiFi v0.9.3.1 and Hostapd v0.5.8. 
I always recieve the same error that init has failed. 
I am trying to make the hostapd itself as the AP & RADIUS server also and the radius server and accounting server IP is given as 192.168.1.151 itself within hostapd.conf.
192.168.1.152 is the IP for the STA that is trying to associate to AP at 151.
Please let me know the solution or the mistake done.
