wpa_supplicant using ndisuio

Hi,
       After CONFIG_USE_NDISUIO is set on windows, i see most of set/get oid
calls fail. However the same calls using wpcap ( PacketRequest )  succeed.
Does that mean  wpa_supplicant doesn't work with CONFIG_USE_NDISUIO enabled?
