In theory, yes. The current hostapd package does not include this
functionality for setting up the keys, but some drivers have enough
support for encrypting WDS frames with TKIP and CCMP. One of the to-do
items for hostapd/wpa_supplicant 0.6.x is to make it possible to use
both Authenticator and Supplicant functionality in the same program to
allow key negotiation for WDS (and IBSS, for that matter).
