Patch to build libeap.so

  It adds a CONFIG_SOLIB parameter.  If set, it will build libeap.so
rather than libeap.a.

  The commands to compile the PIC code && link it into a .so are also
defined in the Makefile.  They will need to be updated for any new platform.

  I have successfully used this to create a libeap.so, and run
FreeRADIUS with it using the previously mentioned EAP module.
