Static wep keys not set

I would not agree with that part. It shouldn't really matter which order
these are set in.

But this one is correct. ieee802_1x_init() should indeed not disable
PrivacyInvoked anymore. This is a relic of the time when hostapd did not
support configuring static WEP keys at all.
