wpa_supplicant: save_config giving FAIL

Hi,
In order to save the current configuration  i am executing these commands
with wpa_cli:

>add_network
0
>set_network 0 ssid "Guest1"
OK
>set_network 0 key_mgmt NONE
OK
>save_config
FAIL

Why save_config is giving "FAIL". What can be the reason? what changes i
should make to work it preperly?
