You could use a madwifi-supported card, which gives the possibility of
having virtual access points (i.e. two interfaces, ath0 and ath1), on
top of which you could run two dhcp servers (or one with a more
sophisticated setup). Although vlans would be the best solution from a
security standpoint, you could just give out different ip addresses
depending on which interface the dhcp request comes in on... or which
dhcp server answers it if you have one dhcp server per interface.
Something like that, anyway.
