That's very old.  Check the latest version (1.27).  If it doesn't help,
see if WPA_DRIVER_CAPA_KEY_MGMT_WPA and WPA_DRIVER_CAPA_KEY_MGMT_WPA2
are set in ndiswrapper (file iw_ndis.c, function wpa_get_capa).  If it's
OK, check what wpa_supplicant gets before it prints "Driver does not
support WPA" in wpa_supplicant.c, function wpa_supplicant_driver_init.
