EAP-FAST without certificates

Hi,
I understand that EAP-FAST doesn't need certificates when establishing
the tunnel.

So, as part of the TLS handshake message to authenticate the server, is
it a certificate message that is sent after the "Server Hello" message ?
How is the server authenticated in EAP-FAST using the PAC?
