This works but card sometimes do reset and txpower setting is lost. In
this case I recommend to use HostAP patches from Jirka Bohac:
http://jikos.cz/~jbohac/hostap/index-old.html

After patching you can use:
iwconfig wlan0 txpower XXX

where XXX = registry value, not dBm.
