Not sure about EAP-FAST support, but the main wpa_supplicant page [0]
has a link to the most recent Windows binaries [1], along with a couple
older versions.

I am fairly sure these statically link OpenSSL; at least, I don't need a
separate installation of that on the machines I use the supplicant on.
