You could get an evaluation version(30 days evaluation) from Funk Steel
Belted Radius.
You'll be able to only use EAP-MSCHAPv2 for provisioning and EAP-GTC for
inner authentication with the evaluation version.
I tested wpa_supplicant version from CVS and used the internal crypto
and TLS libraries.
