The driver is reporthing that the AP includes WPA IE in scan results.
Then again, the privacy flag is not set which is quite odd combination..

If the AP is not using WPA, wpa_ie_len should indeed be zero. It would
be interesting to see what exactly is in the Beacon frame to verify
whether the client driver is reporting something incorrectly or whether
the AP is indeed doing something very odd.
