There is not much support for PEAPv2 changes yet. I have been mostly
waiting to see whether the draft is getting stable and whether anyone
has any real interest in implementing PEAPv2.

This has nothing to do with PEAPv2. IAS is using PEAPv0 and
wpa_supplicant works fine with IAS in my tests.
