problem in sending custom frame

Hi all,

I am just trying whether custom frames can be sent using HostAP driver among APs working in master mode. 
The type of frame is data and i m using four addresses to send this frame. the destination address is obtained by listening to beacons from other APs.

I have tested a code on 4 APs. everything works fine for first time. each AP is able to send custom frame to other AP. i then powered off one of the AP and then started again.but this time only one AP is able to send the custom frames to newly started AP. all APs are in range and working on same channel.

does anybody know what is the problem? i debugged and found out that other APs are still able to listen to beacons of new AP but are unable to send custom frame..


any clue/help would be appreciated
