No, "restricted" option for iwconfig key command has nothing to do with
authentication algorithm (well, at least with Host AP driver).
restricted/open configured whether plaintext packets are accepted,
ap_auth_alg changes the IEEE 802.11 authentication algorithm
(open system/shared key).
