hostapd can´t access device ?!

Looks like you may be using a Prism54 driver version that does not
include support for hostapd. If I remember correctly, the version in
kernel tree does not include this part of the driver and I haven't heard
of anyone who would be interested in getting that code merged in and
maintained.
