I am not a specialist, but I quess alc is some knd of "automatic level control", so
that when it is on, the firmware controls the tx-power. When it is off the tx-power
can be controlled manually.

I quess it is iwpriv command for hostap driver to set different "resources" in the
wlan hardware. These can be set by using iwpriv command. See
