oper_rates: all rates that are allowed for transmit to any station

basic_rates: all rates that are allowed for broadcast/multicast packets;
in addition, STAs are required to support all these rates in order to be
abe to associate with the AP

basic_rates is a subset of oper_rates, i.e., all basic_rates must also
be in oper_rates.
