Jouni pointed out to me that this error is due to incompatible firmware. 
  You need to update the firmware of your card to use wpa_supplicant 
(station firmware 1.7.0 or later).

You can get updated firmware for your Prism2 wireless card from 
http://www.netgate.com/support/prism_firmware/.
