Setting TIM bit in HostAP

I have configured PRISM card as an Access Point in HostAP mode and has no
clients.  Is it possible to set RID value of TIM control using private ioctl
"set-rid" ?

Essentially I wanted to know if TIM can be set to any value regardless of
whether or not it has any clients?

In case it is possible, I am doing the following to set TIM aid 3.

./hostap_rid wlan%d set fc40 03 80

I am using PRISM 2.5 based card with STA firmware 1.5.6 (RAM downloadable).
