I guess the AP is receiving an ICV failure at its end. Please check the WEP
engine at your implementation.

Also find the attached log (colored marked portion) generated at CISCO-AP.

 

In this log we can see that the message-2 of GHS which is sent from my
supplicant is decrypted properly. But I think it is not passing the message
to 802.1x layer because of "wep bad" and hence leading to GHS failure.
