Detailed hardware control in card

Hello:

Im implementing a mesh protocol using 802.11b cards, i found that prism cards
are the most opensource friendly. Theoretically it works, now im in charge of
implementing it.

My needing is to have a card that stays ABSOLUTLY silent, but that is able to
speak even when no AP is near, i need direct control over what the card sends
and hear everything "the card hears".

Can you guide me to any info of a card chipset. 
Can i make this using prism cards?
