I found it. The culprit was:

iwpriv wlan0 beacon_int 1000

I tested various values now, anything greater than 101 gives me
this problem.

Seems like this thing is worst at very short distances,
STAs which are far away aren't too affected (they associate within
a minute at most, while at 1 meter distance it may take tens of
minutes.

I'm a bit puzzled _why_ does beacon interval matter at all??
