That is not correct.

That is correct, but does not match with the "Security mode:open" in the
way Host AP driver uses this part of wireless extensions.

For Host AP driver, this configuration is the selection of whether
encryption is required. Restricted would mean that only WEP encrypted
frames are accepted for receive whereas open mode would mean that both
WEP encrypted and unencrypted frames would be delivered to the driver.
