Reassociation problem

please forgive me if this has been covered, as i
couldn't find specifically
the information that i need...

My question is,
 Re-association with WPA enabled  works only if ping
is ON.
 What i mean is after the negotiation if i unplug
the AP and then again plug it on, then the station do
not re-associate. But the station re-associates if
after the association and before unplugging the AP i
ping from the station to the AP.
