TLS and MD5 with hostapd

to All,

I want to use EAP/TLS, EAP/MD5 via freeradius and hostapd.
In using EAP/TLS, hostap set WEP KEY automatically, 
So I set the MD5 user's crypt algorithm none.
ex) hostap_crypt_conf  -p  wlan0  07:11:23:14:01:06(the md5 user's mac)
NONE
but it doesn't work.
so What should I do if I use EAP/TLS and EAP/MD5 in the same AP?
