[PATCH] Flash download is broken in CVS

Thanks, applied (the part that was moving hw_downloading setting). I
changed get_rid to verify hw_downloading flag just a week or so ago, but
did not actually test non-volatile download. I believe this issue was
reported couple of days ago, but I hadn't yet had time to look to that
more closely. Anyway, flash download is working again, so both reports
should be resolved now.
