Ah, ok. I have disabled PCSC support in the 0.3.0 ebuild for now. I will
re-enable it when the next development snapshot is released (I guess the
patch is too invasive to be applied to 0.3.0?)

Ah, clever. I've changed the ebuild to reflect that. CC works when set
in .config as well.

We only use external libpcap/libdnet if the user requests it by setting
USE="pcap".

Is all of the code dual-licensed? or is it only some of the code? I
could change it to 'LICENSE="|| ( BSD GPL-2 )"' but that would imply
that the entire package is available under either the BSD license or the
GPL-2 license.

Right. Changed the ebuild to install wpa_{cli,passphrase} under /usr/bin
and wpa_supplicant under /usr/sbin.
