without RADIUS

hello ,

     im working on a billing application that uses the HostAP driver. Ive 
come to the point where i can monitor every stations usage. But , in an 
attempt to make the additional system requirements minimal ( like RADUIS 
especially) , im trying to find ways to provide security mechanisms. If im 
correct the WPA authenticator in hostapd 2.x.x is not complete ! which means 
i cant use WPA -personal ? is that right ?

Do i have any other options ?
