Hmm.. I haven't tested with Win2k, but at least Win2k and Atheros client
utility seems to work fine with WPA-PSK. Which version of hostapd did
you use? Can you send the configuration file you used? What about the
client? Which driver version? Which Atheror client utility version?

These are EAPOL-Start packets which should not really be used with
WPA-PSK at all.. hostapd ignores them.

The client does not seem to reply at all to the 4-Way Hanshake packets.
Have you verified that the client works with other APs using WPA? It is
a bit difficult to figure out what could be going wrong unless you can
get some kind of debug log out of the client.
