After Roaming, first packet loss...

Dear all..
especially for Jouni Malinen...
This is my test reporting for Monitor mode Roaming between #1 hostap and
#2 hostap. After roaming Monitor mode packet at the first time....
Always failed... Could you give any comment for this ?
Thanks for your attention...
My test STEP is bellow..
1.. Turn On the hostap (AP mode , BSSID=00:0a:e9:00:e9:b0)
2.. Turn On the hostap (Monitor Mode) then it associate with
BSSID=00:0a:e9:00:e9:b0 automatically..
....
