Maybe it could be useful to let the kernel handle the QoS stuff for you.
Please take a look at
"Chapter 9. Queueing Disciplines for Bandwidth Management" of the "Linux
Advanced Routing & Traffic Control HOWTO"
http://lartc.org/howto/lartc.qdisc.html
This way you won't need to modify hard_start_xmit.
