It is used to pass IEEE 802.11 frames between the kernel driver and user
space daemon, hostapd.

You can receive management frames (IEEE 802.11 auth/assoc/etc. and IEEE
802.1X EAPOL frames) from it. In addition, you can send arbitrary IEEE
802.11 frames through it. Prism2 firmware has some limitation on what
kind of frames are really sent out, but at least Host AP driver tries to
send all frames.

No, only management frames are sent/received through it when hostapd is
used.
