Link quality & tx-power

Hello

I am wondering who is controlling the tx-power of the prism2 card.
The card firmware or the driver (hostap_cs). When the link quality
shows e.g. 32/92 the iwconfig shows tx-power 7-9dBm. When the link
quality shows e.g. 2/92 the iwconfig still shows 7-9dBm tx-power.
Why the firmware doesn't increase the power to e.g. maximum 20dBm
when the link quality is poor ? Is there any daemon program that
controls the tx-power according to link quality ?
