Was this with RADIUS-based ACL or IEEE 802.1X? I'm not sure whether I
understood your description of the problem correctly. Could you please
send hostapd debug log of a failed test?

I just successfully verified that this the current CVS version works
with RADIUS failover. I used RADIUS-based ACL. hostapd tried first
server couple of times and eventually reported failover and started
using the new server. Station finished authentication successfully
within about a second after this.
