Hstapd configuration parser bugs

Greets,

There are several bugs in the implementation of configuration parser in
the hostapd, synopsis:

     1. If there is a line with one space in the config file hostapd
        crashes.
     2. If there are several spaces before comment line - it is
        considered just like ordinary line (producing the error).

Here is the diff to config.c attached that fixes above problems.
