Every now and then Individual key is not received by STA

Hi, 
 
Individual key is properly generated by the AP, 
but only sometimes(not always) it is received by the STA. 
Though the Broadcast key is always received. 
Attached is the ethereal log on STA. 
 
Going thru the mail archives I found Jouni's mail,

but I am not sure I am having the same problem, 
 
My Setup is XSupplicant, HostAP(STA), HostAP(AP), 
Hostapd (Authenticator), FreeRADIUS. 
 
I have the same prism chipset card at STA & AP. 
$ ./hostap_diag wlan0

Unfortunately I could not sniff the wireless packets even 
after I recompiled ethereal with the latest libpcap. 
tcpdump shows general 802.11 traffic but doesnot show  
any 802.1x traffic. I could be missing something here. 
 
If anyone has any workarounds/solutions, please suggest.
