hostap with 1.7.4 ???

I cannot reproduce this. I changed your setup script to first setup
wlan0 interface up and start hostapd and then run the iwconfig/iwpriv
commands. I associated a client station to the AP. Then I ejected the AP
card and reinserted it and ran the same setup script. Everything went
fine and STA associated successfully.

Can you try to make a bit simpler test case for this? Does the error
occur without hostapd?
