HostAP beginner.

You must be misinterpreting something.  Association is a bilateral
process.  It cannot happen if the AP cannot see the station.

Bring the interface up on the AP side and set the IP address on it.  See
the kernel log by running "dmesg".  Please include relevant parts of the
kernel log in the future reports if you still have problems.

It generally recommended to include the exact text you are seeing rather
than your interpretation of it.  Even if you are 100% sure that your
interpretation is correct, other people may still doubt it.
