Then if that's not the problem, here's what I'm trying:
I start up the card in /etc/rc.local (if I can get it working, I can
move the initialization to a more appropriate place) trying the
following:

I have been using a Mandrake 9.0 kernel. I believed that it was
patched for the wireless extensions. I could be wrong about that ---
would that explain the above kind of errors?
Anyway, the system just comes up in a totally bollixed-up state:

Seeming to have ignored all my iwconfig commands. I reissue them from
the console, but still don't get good behavior. Pings of the WAP
fail, leaving me with this statistical information:

Note that I seem to be RECEIVING fine, but all transmissions fail.
