Thanks everyone for your help. Once I realised it wasn't affecting other
people, I was able to look more closely at my own machine, and I found the
culprit.

Posting this in case anyone else hits the same issue: it turned out to be
ESET Endpoint Security SSL/TLS filtering.

I ended up creating an exception in my ESET for "C:\Program
Files\get_iplayer\perl\bin\perl.exe" and now all works fine.
