Yes, I had to update mine about the same time. For Windows see...

for installation instructions. As you can see below I can get help by 
typing

get-iplayer --help

or on your system probably

get_iplayer --help

I'm not running on Windows, but this is my output for versions 3.02 (not 
working) and 3.31 which is working fine.
