And of course, the IPR holders would want a rather higher payment before
they would allow the BBC to extend access in such ways.

Plus - on a political level - you could expect a fuss about a 'public
subsidiesed competitor' being unfair the purely commercial 'competitors'.

The BBC simply does not have the same freedoms that commercial operations
have because its basis is quite different.
