Disabling television mode

I believe Roger is asking how he can ensure that he does not break the law by using get_iplayer to accidentally download TV from a location he does not have a licence for. I suspect some sort of command line option or config file entry that forces radio only would do the job, but I don't know if one exists.
Roger's question and your answer demonstrates the two different groups of people on this list: those that want to stay within the law (with or without a TV licence) and those that don't. It's been established in the past that list policy is only to support the "stay within the law" option.
