depending on the output quality you want, the free version of
lightworks https://www.lwks.com/ is worth a look and is available for
Linux, Windows & OSX.  It is a really powerful package, but for just
extracting a segment quite easy with the added bonus it can do
everything including Hollywood blockbusters if you want to put in the
effort :-)
